    SECOND FOREIGN LANGUAGES EDUCATION AND EVALUATION PRINCIPLES


     

    SECTION ONE
    Aim, Scope and Definitions
     
    Aim
    Article 1 – (1) (Change SD 11.07.2017/316-7-BTD 01.08.2017/33) The aim of these principles is to arrange the procedures and principles that will be applied in the enrollment, education, examinations and grading systems in second foreign languages courses conducted by İzmir University of Economics, School of Foreign Languages.
     

    Scope

    Article 2 – (1) ( Change SD 10.09.2020 410-A/6-BTD 29.09.2020-44)  (Change SD 11.07.2017/316-7-BTD 01.08.2017/33) These principles cover the basic issues about the enrollments, education, examinations, grading systems and the equivalence of the international languages examinations in all (101/103, 102/104, 201, 202, 301, 302, 401, 402 coded)  second foreign languages courses taught in İzmir University of Economics.

     

    Definitions

    Article 3- (1) ( Change SD 10.09.2020 410-A/6-BTD 29.09.2020-44)  The terms stipulated in these principles:

    a) İEÜ : refers to İzmir University of Economics,

    b) Second Foreign Languages Programs: refers to all the second foreign language programs in İzmir University of Economics undergraduate programs except for English courses,

    c) Coordinator: refers to the Academic Coordinators assigned by School of Foreign Languages

    ç) Senate : refers to the İzmir University of Economics Senate,

    d) SFL: refers to School of Foreign Languages

     
    SECTION TWO
    Education

    Compulsory Second Foreign Language Courses( Change SD 10.09.2020 410-A/6-BTD 29.09.2020-44) 

    Article 4A-(1) The departments / programs in which Second Foreign Language courses will be taught compulsorily are determined by the Senate and indicated in the curriculum. Those who have a compulsory Second Foreign Language course in their curriculum must choose their Second Foreign Language before starting their first year.

    (2) Students can change their compulsory Second Foreign Language course, regardless of being successful-unsuccessful and grade point average, for one time only throughout their entire study.

    (3) Compulsory Second Foreign Language course from a previous semester is a prerequisite for the compulsory Second Foreign Language course of the next semester. Grade of at least DD in Second Foreign Language course from a previous semester must be obtained to enroll to Second Foreign Language courses.

     

    Elective Second Foreign Language Courses( Add SD 10.09.2020 410-A/6-BTD 29.09.2020-44)

    Article 4B -(1) Students, who have completed the compulsory Second Foreign Language courses can only take the 301, 302, 401 and 402 coded Second Foreign Language courses, which are the continuation of these courses, as university elective courses. The prerequisite, for 301, 302, 401, and 402 coded courses, is to have obtained grade of at least DD in 202 coded course of the respective language.

    (2) Students, who do not have a compulsory Second Foreign Language course in their curriculum, can choose a single Second Foreign Language course throughout their education period and can take these courses within the scope of university elective. The prerequisite, for 101/103, 102/104, 201 and 202 coded courses, is the Second Foreign Language course of the previous semester, and

    in order to enroll in these courses, grade of at least DD must be obtained from the previous semester's Second Foreign Language course. The prerequisite, for 301, 302, 401, and 402 coded courses, is to have obtained grade of at least DD in 202 coded course of the respective language.

    (3) Only students enrolled in the foreign quota can choose the Turkish course as Second Foreign Language course.

     

    Erasmus and Other International Exchange Programs (Added article SD 11.08.2021-443-A/14)

    Article 4C- (1) The following points are taken into consideration in the Second Foreign Language equivalency to be taken by IUE students who will study at partner universities abroad within the scope of Erasmus and other international exchange programs:

    a) If the Second Foreign Language course that the student wishes to enroll in at the partner university is the compulsory Second Foreign Language course that he/she has taken at IUE, the equivalence can be given for this course according to the code and name of the Second Foreign Language course in IUE and this course can be counted as a compulsory course.

    b) If the Second Foreign Language course that the student wishes to enroll in at the partner university is one of the courses that can be taken as a continuation of the compulsory Second Foreign Language course already taken at IUE, an equivalence can be given for this course according to the code and name of the Second Foreign Language course at IUE within the scope of the first paragraph of article 4B of these principles and it can be counted as a non-faculty elective course.

    c) If the Second Foreign Language course that the student wishes to enroll in at the partner university is different from the compulsory Second Foreign Language course s/he is currently taking at IUE and this language course is the official language of the country of visit, this course can be given an equivalence by transferring the code, name and credit of the course taken at the partner university in the same way, and this course can be counted as a non-departmental/non-faculty elective.

    ç) If the Second Foreign Language course that the student wishes to enroll in at the partner university is different from the compulsory Second Foreign Language course s/he has already taken at IUE, and this language course is not the official language of the country of visit, this course can be given an equivalence by transferring the code, name and credit of the course taken at the partner university in the same way. However, this course is shown in the IUE transcript with the grade "NI", without being included in the total of semester GPA, cumulative GPA and ECTS.

    Duration
    Article 5- (1) (Change SD 11.07.2017/316-7-BTD 01.08.2017/33)  (Changed SD 07.04.2014-A6/BTD13.05.2014-46) Compulsory Second Foreign Language Programs are composed of four (4) semesters.
     
    Attendance
    Article 6- (1)   In the Second Foreign Language courses, attendance is compulsory in the framework of the conditions stated in IUE regulations.
     
    Midterms and Final Examinations
    Article 7- (1)   In the Second Foreign Language courses, certain numbers and types of midterms, quizzes, oral examinations, presentations, etc. determined by the SFL and a final exam are conducted.
     
    Determining the Success Grade for the Semester
    Article 8- (1)   While determining the success grade in Second Foreign Language courses, midterms, quizzes, oral examinations, presentations, etc. determined by the SFL and the final exam are taken into consideration.
     
    (2)  (Changed SD 27.12.2017-329/A4 /BTD 02.01.2018-39) (Changed SD 07.04.2014-A6/BTD13.05.2014-46) The criteria taken into consideration while determining the success grades and their percentages are determined by SFL. The grade, given in accordance with “Regulation for Associate and Undergraduate Degree Education and Examinations" and “Faculty of Medicine Education and Examination Bylaw”, is submitted to Student Affairs Office.
     
    SECTION THREE
    Second Foreign Language Program Examinations

    Exemption Exams
    Article 9- (1) (Change SD 11.07.2017/316-7-BTD 01.08.2017/33)  In Compulsory Second Foreign Language Program, an exemption exam is conducted at the beginning of each semester only for students who meet the below criteria for compulsory second language courses they have not taken before.

    a) (Added SD 11.07.2017/316-7-BTD 01.08.2017/33) Being the citizen of the country where the selected compulsory second foreign language is being spoken at or being born in that country,

    b) (Added SD 11.07.2017/316-7-BTD 01.08.2017/33) Having a high school diploma of the country where the selected compulsory second foreign language is being spoken at,

    c) (Added SD 11.07.2017/316-7-BTD 01.08.2017/33) Being graduated from a high school where the selected compulsory second foreign language is the medium of instruction at.

    (2) (Change SD 11.07.2017/316-7-BTD 01.08.2017/33) Students, who want to be exempt from Compulsory Second Foreign Language courses, can take one exemption exam for the respective semester at the beginning of each semester (excluding summer semester).

    (3) (Change SD 11.07.2017/316-7-BTD 01.08.2017/33) Students, who have taken the course before and failed, cannot take the exemption exams.
     
    (4) (Change SD 11.07.2017/316-7-BTD 01.08.2017/33) Compulsory Second Foreign Language Program exemption exam success grade is minimum of 70 (CC).
     
    (5) (Change SD 11.07.2017/316-7-BTD 01.08.2017/33) Compulsory Second Foreign Language Program exemption exam cannot be taken to raise grades. The students who want to raise their grades should repeat the courses.

    (6) (Change SD 11.07.2017/316-7-BTD 01.08.2017/33) Students, who want to take Compulsory Second Foreign Language Exemption exam submit respective document to SFL Directorate, and can take the exam only when their application is accepted.

     
    (7) (Change SD 23.06.2016/281/A5) (Changed:-SD 22.12.2011-183-A/8) (Changed SD 19.08.2015-A9) Exemption exams are held before start of each semester.
     
    (8)        Exemption exam is made up of two phases:

    a)Written exam. Students who take at least 60 from the written exam have the right to take the oral exam.

    b)Oral exam. Students who get the right to take the oral exam but do not attend the oral exam will be considered unsuccessful in the exemption exam.

    c)The result of the exemption exam is calculated by taking the 75% of the written exam and the 25% of the oral exam.
     
    (9) (Changed:-SD 21.10.2011-180-A/5) Students who are not satisfied with their exemption exam grade may apply to Student Affairs' Office by petition, renounce their exemption right and take the course in question. In this case, the student has to abide by the requirements of the course she/he takes.
     
    (10)     If the student who do not find his/her exemption exam result enough although s/he was exempt from the course and who want to repeat the course takes a lower grade at the end of the semester, the latest grade s/he takes in the course will be valid.
     
    (11) There is no make up for the exemption exams except for the delays caused by ERASMUS programs and/or compulsory internships.
     
    Exemption Exam for ERASMUS and Dual Diploma Program Students (Change with Title : SD 21.03.2013-206/A9-BTD 02.04.2013-32)
    Article 10- (1)   IUE students that attend ERASMUS and SUNY programs can take the exemption exam/s of the Second Foreign Language course/s for the semester/s they could not attend, at the beginning of the following semester.
     
    SECTION FOUR
    Second Foreign Language Levels, Certificate Exams and Equivalence
     
    Language Levels
    Article 11- (1) (Change SD 11.07.2017/316-7-BTD 01.08.2017/33) (Change SD 23.06.2016/281/A5) The levels of the second foreign language courses offered in IUE undergraduate programs are aimed to reach level A2 within the Common European Framework of Reference for Languages.

    Applications for Certificate Exams

    (6) (Change SD 11.07.2017/316-7-BTD 01.08.2017/33)  (Added SD 07.04.2014-A6/BTD13.05.2014-46) Students, taking a Compulsory Second Foreign Language course, who submit a level of B1 or higher level language certificate, will receive “AA” on their transcript, and students who submit a level of A2 language certificate will receive “EX (Exempt)” on their transcript, and these students will be exempt from these courses.

     
    SECTION FIVE
    Effectiveness and Implementation
     
    Effectiveness
    Article 14- (1) These principles take effect on the date of the approval by the Senate to be applied as of 2010-2011 academic year.
     
    Implementation
    Article 15-  (1) These principles are executed by the Rector.
     
    (Added SD 07.04.2014-A6/BTD13.05.2014-46)Provisional Article 1- (1) 12. Amendments made to the article will be applied to students who applied for exemption as of 2013-2014 Spring semester.

    (Added SD 11.07.2017/316-7-BTD 01.08.2017/33) Provisional Article 2: (1) Second foreign language exemption exam will be given in 2017-2018 academic year for the last time for students who enrolled to Izmir University of Economics on or before 2016 for second foreign language courses they did not take or they failed. 


      
    This regulation takes effect upon the decision of the Senate dated 21.10.2010 and numbered 160-A/4.
