Law No. 7143-Academic Amnesty
Who is Eligible?
Those, whose registrations were cancelled or do not enrolled a program although they are eligible before May 18, 2018 due to reasons stated below are eligible for academic amnesty.
Information About the Academic Amnesty
A provisional Article 78 added by Law No. 7143 to the Higher Education Law No. 2547, which entered into force after its publication in the Official Gazette No. 30425 on 18 May 2018.
The relevant article:
"PROVISIONAL ARTICLE 78 – In accordance with the principles mentioned in the Article 44 of this Law No.2547, students who have been academically dismissed for any reason or not been enrolled in a program despite being eligible may start their studies in the following academic semester (if programs or courses are being offered) or academic year on the condition that they apply to the relevant higher education institution within 4 months as of the effective date of this article (by Tuesday, 18 September 2018, until the end of office hours). The amnesty in question shall also be granted to those who have voluntarily withdrawn from the university by the effective date of this article, regardless of whether they were previously enrolled in orientation, associate's degree, undergraduate completion, bachelor's degree, graduate degree or preparatory program. The amnesty shall extend neither to students found guilty of terrorist acts nor to the ones academically dismissed due to their membership of, adhesion to or affiliation or connection with terrorist organizations or structures, entities or groups which are established by the National Security Council as engaging in activities against the national security of the State.
Students, who want to apply for academic amnesty pursuant to the provisional Article 78, are required to submit the following documents to Student Affairs Directorate by August 31, 2018 in order to complete the adjustment procedures before the beginning of the respective course registrations. (Students, applying after this date until September 18, 2018, will be able to carry out their fall semester course registrations during add-drop period.)

ATTENTION: ASSOCIATE, UNDERGRADUATE, GRADUATE STUDENTS!
Scholarship/ discount benefits of students, who were placed to the University before with scholarship/ discount (OSYM, special aptitude, foreign quota, graduate scholarships, etc.), but did not enroll or dis-enrolled, will not continue in the event that they re-register pursuant to the provisional Article 78 added by Law No. 7143 (academic amnesty) to the Higher Education Law No. 2547.
If these students choose to re-register to the University pursuant to the aforementioned law, they will be subject to the fee designated for students who were placed in 2018 for 2018-2019 academic year and academic years following that for their department/programs.

Associate and Undergraduate Students;

- Original copy of High School Diploma
Graduate Students;

- Certified copy of your Undergraduate Diploma
- A document from Recruiting Office for males over 35 stating that there is no objection for them to continue with their education
