REGULATIONS FOR TRANSFER ON ASSOCIATE AND UNDERGRADUATE LEVEL
SECTION ONE
Purpose, Scope, Basis, and Definitions
Purpose and Scope
ARTICLE 1- (1) The purpose of this regulation is to set out the general principles regarding student admission to associate and undergraduate programs of Izmir University of Economics through inter-institutional and intra-institutional transfer, its quota, evaluation, announcement of results, and adjustment procedures.
(2) This regulation includes the provisions regarding inter-institutional and intra-institutional transfer procedures to associate and undergraduate programs of Izmir University of Economics.
Basis
ARTICLE 2 –(1) This regulation is based on The Regulation for Student Transfer Between Associate Degree and Bachelor’s Degree Programs, Double Major and Minor Programs and Course Credit Transfers Between Institutions of Higher Education published in the Official Gazette No.27561, dated 24 April 2010.
Definitions
ARTICLE 3 – (1) The references in this regulation are as follows;
a) Board of Trustees: Izmir University of Economics Board of Trustees,
b) Academic Unit: Faculty, school, or vocational schools affiliated to Izmir University of Economics,
c) Undergraduate program: Higher education program with a regular education period of 4-6 years,
ç) Associate program: Higher education program with a regular education period of 2 years,
d) Rector: The Rector of Izmir University of Economics,
e) Senate: The Senate of Izmir University of Economics,
f) Administrative Board: Izmir University of Economics Administrative Board,
g) University/IUE: Izmir University of Economics,
ğ) ECTS: European Credit Transfer System,
h) IUE: Izmir University of Economics.
SECTION TWO
Intra-Institutional Transfer
General Principles
ARTICLE 4- (1) Intra-Institutional transfer is accepted based on cumulative grade point average and central placement score (Additional Article 1) pursuant to “The Regulation for Student Transfer Between Associate Degree and Bachelor’s Degree Programs, Double Major and Minor Programs and Course Credit Transfers Between Institutions of Higher Education”.
(2) (Change SD 11.08.2021-443-A/17 ) (Change SD 06.01.2021-421-A/4- BTD 28.01.2021-48) Students, who benefit from “OSYS scholarship”, “OSYS tuition discounts” (75% OSYS Discount, 50% OSYS Discount, 25% OSYS Discount), “Basic Sciences Preference Discount (75%)” and “YKS Merit Discount (50%)” are considered giving up their right for scholarship, discount when they make an intra-institutional transfer.
(3) When admitting the student to the program h/she wants to transfer, scores regarding the year the student is placed and scores and types of scores used for placement to higher education institutions for that year, and academic ranking, if available, are taken into consideration.
(4) Students, who meet the academic ranking requirement, can apply to departments/programs that require academic ranking requirement stated in OSYS guidebook for the relative year.
(5) Students, who want to transfer to programs with special requirements stated in OSYS guidebook, need to meet these requirements as well as the other requirements.
(6) Intra-institutional transfer based on central placement scores is not accepted in programs that admit students through aptitude test, only intra-institutional transfer based on cumulative grade point average is accepted.
(7) Deferring registration or not renewing it does not constitute impediment to benefit from the right to transfer.
Application requirements for intra-institutional transfer based on cumulative grade point average
ARTICLE 5- (1) Students, who have completed at least one semester in their current program, excluding the foreign language preparatory class, can apply for intra-institutional transfer. In Faculty of Medicine, intra-institutional transfer is allowed only at the beginning of the academic year.
(2) (Change SD 08.01.2020-380-A/17-BTD 15.01.2020-31) Students, who apply for intra-institutional transfer from a program in which the medium of instruction is Turkish to a program with a compulsory foreign language preparatory class, need to succeed in foreign language proficiency exam administered by IUE, or obtain a specified level of score in nationally or internationally recognized foreign language exams acknowledged by the Council of Higher Education. Application of those, who fail to meet the foreign language requirement, will not be accepted.
(3) Intra-institutional transfer is accepted in 2nd, 3rd, 4th, and 5th semesters in four-year undergraduate programs; in 3rd, 5th, 7th, and 9th semesters in six-year undergraduate programs, and 2nd and 3rd semesters in two-year associate programs.
(4) When admitting the student to the transferred program, the type of central placement score required for the program needs to be above the lowest base point of other domestic universities. However, in transfers to departments admitting with a different score type, the score the OSYM uses for placement is taken into consideration.
(4A) (Add SD 08.01.2020-380-A/17-BTD 15.01.2020-31) The quotas for intra-institutional transfers, the base scores for the past four years of the diploma program concerned and the lowest scores of diploma programs of other domestic universities, are announced on the University website through a link to the OSYM website, at least 15 days prior to the deadline of applications.
(4B) (Add SD 08.01.2020-380-A/17-BTD 15.01.2020-31) In intra-institutional transfers of students placed with OSYM exam, OSYM exam results are taken into consideration, not other national or international diploma grades or exam results.
(5) The cumulative Grade Point Average needs to be at least 2.72 over 4.00 for Faculty of Medicine, and at least 1.00 over 4.00 for other associate and undergraduate programs.
(6) Students need to succeed in all other common compulsory courses, excluding the "IUE 100- Academic and Social Orientation" course in the syllabus of the transferring department/program.
(7) When applying to intra-institutional transfer to programs that admit students through aptitude test, student needs to succeed in the aptitude test as well as meeting the other requirements for transfer.
(8) Intra-institutional transfer based on cumulative grade point average is not accepted from associate programs to undergraduate programs or from undergraduate programs to associate programs.
Quota
ARTICLE 6- (1) The University Administrative Board determines the quota for intra-institutional transfer based on cumulative grade point average on department/program basis. The quota cannot exceed the rate of the student quota anticipated in the OSYM guidebook for the relative year specified by Turkish Higher Education Council.
Evaluation and announcement of results
ARTICLE 7- (1) Transfer applications are evaluated by “Transfer Application Evaluation Commission” assigned by the University Administrative Board, and finalized by the Administrative Board of respective faculty/school/vocational school.
(2) While evaluating the intra-institutional transfer applications, the cumulative GPAs of the students are taken into consideration first. If they are equal, the student with the higher academic ranking concerning the OSYS score will be given priority. As a result, the list of students accepted and list of students on the waiting list are announced on the University website. If there are vacant quotas, students from the waiting list may be registered.
(3) When the deadline is over, registrations will not be taken even if there are vacant quotas.
(4) Candidate, who fails to register within the announced period, loses his/her right.
Application requirements for intra-institutional transfer based on central placement score (Additional Article 1)
ARTICLE 8- (1) The central placement score of the student in the year h/she is accepted needs to be equal or above the base point of the program he/she wants to transfer.
(2) Students can apply for intra-institutional transfer in all classes, including the foreign language preparatory class, last year and all classes in between. In Faculty of Medicine, intra-institutional transfer is allowed only at the beginning of the academic year.
(3) (Change SD 08.01.2020-380-A/17-BTD 15.01.2020-31) Students, who failed the foreign language preparatory class for two years can also apply for transfer. However, in this case, they need to succeed in foreign language proficiency exam administered by IUE, or obtain a specified level of score in nationally or internationally recognized foreign language exams acknowledged by the Council of Higher Education in order to transfer to a program with a compulsory foreign language preparatory class.
(4) (Change SD 08.01.2020-380-A/17-BTD 15.01.2020-31) Students, who apply for intra-institutional transfer from a program in which the medium of instruction is Turkish to a program with a compulsory foreign language preparatory class, need to succeed in foreign language proficiency exam administered by IUE, or obtain a specified level of score in nationally or internationally recognized foreign language exams acknowledged by the Council of Higher Education. Students, who fail to meet the foreign language requirement, need to take foreign language education pursuant to respective IUE legislation.
(5) Intra-institutional transfer is accepted from associate programs to undergraduate programs or from undergraduate programs to associate programs if central placement score meets the requirement.
(6) The central placement score of the student in the year h/she is accepted needs to be equal or above the base point of the program he/she wants to transfer to a program that admit students through aptitude test. However, intra-institutional transfer based on central placement scores is not accepted in programs that admit students through aptitude test.
Quota
ARTICLE 9- (1) The quota for intra-institutional transfer based on central placement score (Additional Article 1) is determined on department/program basis. The quota cannot exceed the rate of the student quota anticipated in the OSYM guidebook for the relative year specified by Turkish Higher Education Council.
Evaluation and announcement of results
ARTICLE 10- (1) Transfer applications are evaluated by “Transfer Application Evaluation Commission” assigned by the University Administrative Board, and finalized by the Administrative Board of respective faculty/school/vocational school.
(2) While evaluating the intra-institutional transfer applications, the OSYM central placement score of the student in the year h/she is placed into the program, is taken into consideration. Ranking is based on the student with the highest OSYM score. The list of students accepted and list of students on the waiting list are announced on the University website. If there are vacant quotas, students from the waiting list may be registered.
(3) When the deadline is over, registrations will not be taken even if there are vacant quotas.
(4) Candidate, who fails to register within the announced period, loses his/her right.
SECTION THREE
Inter-institutional Transfer (Domestic, Turkish Republic of Northern Cyprus, and Abroad)
General Principles
ARTICLE 11- (1) Inter-institutional transfer is accepted based on cumulative grade point average and central placement score (Additional Article 1) pursuant to “The Regulation for Student Transfer Between Associate Degree and Bachelor’s Degree Programs, Double Major and Minor Programs and Course Credit Transfers Between Institutions of Higher Education”.
(2) There are no separate quotas for OSYS scholarship and OSYS discount in inter-institutional transfers (domestic or abroad).
(3) When admitting the student to the program h/she wants to transfer, scores regarding the year the student is placed, and scores and types of scores used for placement to higher education institutions for that year, and academic ranking, if available, are taken into consideration.
(4) Students, who meet the academic ranking requirement, can apply to departments/programs that require academic ranking requirement stated in OSYS guidebook for the relative year.
(5) Students, who want to transfer to programs with special requirements stated in OSYS guidebook, need to meet these requirements as well as the other requirements.
(6) Inter-institutional transfer based on central placement scores is not accepted in programs that admit students through aptitude test, only inter-institutional transfer based on cumulative grade point average is accepted.
(7) Transfer from higher education institutions abroad which are recognized by the Turkish Council of Higher Education (YOK) is allowed.
(8) (Change SD 08.01.2020-380-A/17-BTD 15.01.2020-31) Students, who apply for inter-institutional transfer from a program in which the medium of instruction is Turkish to a program with a compulsory foreign language preparatory class, need to succeed in foreign language proficiency exam administered by IUE, or obtain a specified level of score in nationally or internationally recognized foreign language exams acknowledged by the Council of Higher Education.
(9) Prospective students, who enrolled to higher education institutions abroad by their own means cannot apply for inter-institutional transfer based on central placement score (Additional Article 1). Inter-institutional transfer based on central placement score is accepted only from domestic universities and universities in Turkish Republic of Northern Cyprus (KKTC).
(10) Students may transfer between the equivalent diploma programs, which have the same level, same name, or the content of which are determined to be at least eighty percent the same by the respective administrative boards.
(11) The conversion tables specified by the Turkish Council of Higher Education or accepted by IUE Senate are used while turning the success grades obtained in 100 point grading system to 4 point grading system.
(12) Deferring registration or not renewing it does not constitute impediment to benefit from the right to transfer.
(13) (Add SD 08.01.2020-380-A/17-BTD 15.01.2020-31) Regarding the transfer from higher education institutions established abroad, Turkish Republic of Northern Cyprus included, to the programs of domestic higher education institutions that require success rating, the Council of Higher Education may specify additional requirements.
Application requirements for inter-institutional transfer (Domestic, Turkish Republic of Northern Cyprus, and Abroad) based on cumulative grade point average
ARTICLE 12- (1) Students, who have completed at least two semesters (1 year) in undergraduate programs, and at least one semester in associate programs at domestic higher education institutions or higher education institutions abroad, excluding the foreign language preparatory class, can apply for inter-institutional transfer based on cumulative grade point average. In Faculty of Medicine, inter-institutional transfer is allowed only at the beginning of the academic year.
(2) (Change SD 08.01.2020-380-A/17-BTD 15.01.2020-31) Students, who apply for inter-institutional transfer from a program in which the medium of instruction is Turkish to a program with a compulsory foreign language preparatory class, need to succeed in foreign language proficiency exam administered by IUE, or obtain a specified level of score in nationally or internationally recognized foreign language exams acknowledged by the Council of Higher Education.
(3) Inter-institutional transfer based on cumulative grade point average;
a) is not accepted in between semesters of the undergraduate programs.
b) is not accepted to the first two and last two semesters of the undergraduate programs.
c) is accepted at the beginning of academic years only in undergraduate programs (3rd, 5th, 7th, and 9th semesters).
ç) is not accepted to the first and last semester of the associate programs.
d) is accepted in 2nd and 3rd semesters only in associate programs.
(4) The cumulative Grade Point Average needs to be at least 2.72 over 4.00 for Faculty of Medicine, and at least 2.29 over 4.00, or 60 over 100 for other associate and undergraduate programs.
(5) Students with failed course(s) can apply for inter-institutional transfer.
(6) Students studying at universities that admit students through aptitude test can apply for inter-institutional transfer. When applying to inter-institutional transfer to programs that admit students through aptitude test, student needs to succeed in the aptitude test as well as meeting the other requirements for transfer.
(7) Inter-institutional transfer based on cumulative grade point average is not accepted from associate programs to undergraduate programs or from undergraduate programs to associate programs.
(8) Students, applying for inter-institutional transfer based on cumulative grade point average, should have not received any disciplinary punishments except for a warning and a reprimand.
(9) (Amended with clause no SD 16.06.2021-438-A/5-BTD 07.07.2021-55 )Turkish national students, who completed the last two years of secondary education abroad and started higher education abroad, and foreign national students:
a) (Changed SD 16.06.2021-438-A/5-BTD 07.07.2021-55 )are not required to take the OSYS exam for the year they start the university abroad, obtain the minimum placement score of the other domestic universities equivalent to the type of score of the relative program they want to apply for.
b) (Repealed SD 16.06.2021-438-A/5-BTD 07.07.2021-55 )
c) (Changed SD 16.06.2021-438-A/5-BTD 07.07.2021-55 ) are not required to obtain the minimum placement score equal or above the base point of the program they want to apply that is equivalent to other domestic universities.
(10) (Amended with clause no SD 16.06.2021-438-A/5-BTD 07.07.2021-55 )Additional application requirements for students applying from universities abroad are stated below:
a) (Changed SD 16.06.2021-438-A/5-BTD 07.07.2021-55 ) Students must have taken the OSYS exam for the year they start the university abroad. Submitting other exam documents such as SAT, ACT, Abitur, Baccalaureate alone, without an OSYS exam result is not accepted.
b) Students must obtain the minimum placement score of the other domestic universities equivalent to the type of score of the relative program they want to apply for.
c) (Add SD 16.06.2021-438-A/5-BTD 07.07.2021-55 )To apply to the programs for which success ranking is required, the university in which the students are enrolled in, must be in the first four hundred zone in the world rankings determined by the ranking institutions that the Council of Higher Education takes as basis, in the year they start higher education, and must meet the semester/class and success requirements specified in the “The Regulation for Student Transfer Between Associate Degree and Bachelor’s Degree Programs, Double Major and Minor Programs and Course Credit Transfers Between Institutions of Higher Education”. In the event that the university in which the students are enrolled in, is not in the first four hundred zone in the world rankings in applications to the programs for which success ranking is required, those who have completed their secondary education in Turkey must in any case have taken the central placement exam and must have met the requirement of success ranking in the relevant score type of the program for which the success ranking requirement is sought as of the enrollment year, and those, who have completed at least last two years of secondary education abroad, must have successfully passed at least four semesters of the diploma program they are enrolled in, excluding the preparatory class.
(11) (Repealed SD 16.06.2021-438-A/5-BTD 07.07.2021-55 )
Quota
ARTICLE 13- (1) The quota for inter-institutional transfer (Domestic, Turkish Republic of Northern Cyprus, and Abroad) based on cumulative grade point average is determined by the University Administrative Board on department/program basis. The quota cannot exceed the rate of the student quota anticipated in the OSYM guidebook for the relative year specified by Turkish Higher Education Council.
Evaluation and announcement of results
ARTICLE 14- (1) Transfer applications are evaluated by “Transfer Application Evaluation Commission” assigned by the University Administrative Board, and finalized by the Administrative Board of respective faculty/school/vocational school.
(2) Applications of students from domestic universities or universities in Turkish Republic of Northern Cyprus, who have insufficient cumulative GPA, however obtained a central placement score that is equivalent or above the base point of the program they want to transfer for the relative year, are taken into consideration only when there is available quota after all the students with sufficient cumulative GPA are placed. Students in the same situation applying from universities abroad are evaluated as off-quota.
(3) While evaluating the inter-institutional transfer applications, the cumulative GPAs of the students are taken into consideration first. If they are equal, the student with the higher academic ranking concerning the OSYS score will be given priority. As a result, the list of students accepted and list of students on the waiting list are announced on the University website. If there are vacant quotas, students from the waiting list may be registered.
4) (Change SD 08.01.2020-380-A/17-BTD 15.01.2020-31) Students, who apply for inter-institutional transfer from a program in which the medium of instruction is Turkish to a program with a compulsory foreign language preparatory class, need to succeed in foreign language proficiency exam administered by IUE, or obtain a specified level of score in nationally or internationally recognized foreign language exams acknowledged by the Council of Higher Education. Application of those, who fail to meet the foreign language requirement, will not be accepted.
(5) When the deadline is over, registrations will not be taken even if there are vacant quotas.
(6) Candidate, who fails to register within the announced period, loses his/her right.
Application requirements for inter-institutional transfer (Domestic, Turkish Republic of Northern Cyprus, and Abroad) based on central placement score (Additional Article 1)
ARTICLE 15- (1) Applications for inter-institutional transfer based on central placement score (Additional Article 1) from higher education institutions, excluding the ones in Turkish Republic of Northern Cyprus, are not accepted.
(2) Students studying at universities in Turkish Republic of Northern Cyprus can apply for inter-institutional transfer based on central placement score (Additional Article 1) to associate and undergraduate programs only at the beginning of academic years, they cannot apply in between semesters.
(3) Students can apply for inter-institutional transfer in all classes, including the foreign language preparatory class, last year and all classes in between. In Faculty of Medicine, inter-institutional transfer is allowed only at the beginning of the academic year.
(4) In the event of quota not being available in the OSYS guidebook for the relative program at the University in the year the students has registered, they cannot transfer since a central placement score is not available.
(5) Students, who qualified to register to the higher education institution but failed to do so, cannot apply for transfer.
(6) The central placement score of the student in the year h/she is accepted needs to be equal or above the base point of the program he/she wants to transfer. Students, who meet this requirement, can transfer from associate programs to undergraduate programs or from undergraduate programs to associate programs.
(7) Students, who registered in a program through DGS (Vertical Transfer Examination), can apply for a transfer, given that there is available quota in the “Vertical Transfer from Associate Programs to Undergraduate Programs” table in the fields stated in DGS guidebook for the relative year, and given that they obtained adequate DGS score.
(8) Students can make transfer based on central placement score (Additional Article 1) for one time only. However, in later semesters, these students may apply to go back to the higher education institution they qualified to register before. In that case, they waive their right to OSYS scholarship and discounts.
(9) The central placement score of the student studying at a program that admit students through aptitude test in the year h/she is accepted needs to be equal or above the base point of the program he/she wants to transfer to. However, inter-institutional transfer based on central placement scores is not accepted in programs that admit students through aptitude test.
(10) (Change SD 08.01.2020-380-A/17-BTD 15.01.2020-31) Students, who apply for inter-institutional transfer from a program in which the medium of instruction is Turkish to a program with a compulsory foreign language preparatory class, need to succeed in foreign language proficiency exam administered by IUE, or obtain a specified level of score in nationally or internationally recognized foreign language exams acknowledged by the Council of Higher Education. Students, who fail to meet the foreign language requirement, need to take foreign language education pursuant to respective IUE legislation.
11) (Add SD 08.01.2020-380-A/17-BTD 15.01.2020-31) In order to apply for inter-institutional transfer based on central placement score (Additional Article-1), the candidate must not have received any disciplinary penalty excluding warning and reprimand.
Quota
ARTICLE 16- (1) The quota for inter-institutional transfer (Domestic and Turkish Republic of Northern Cyprus) based on central placement score (Additional Article 1) is determined on department/program basis. The quota cannot exceed the rate of the student quota anticipated in the OSYM guidebook for the relative year specified by Turkish Higher Education Council.

SECTION FOUR
General Provisions
Transfer from international dual diploma program, open, or distance education programs
ARTICLE 18- (1) Students are allowed to transfer from international dual diploma programs to international dual diploma programs in the same field, or to formal education programs in the same field by meeting the requirements specified in the relative legislation.
(2) Students, who are dismissed from the higher education institution abroad due to academic inadequacy while studying at an international dual diploma program, are allowed to transfer. They may transfer to an equal diploma program at his/her own higher education institution or at another higher education institution by taking his/her success grade in the higher education in Turkey as basis within the framework of the transfer requirements pursuant to the related regulation.
(3) Students, who are studying at open or distance education programs within the scope of a second university, cannot apply for transfer.
(4) Students are allowed to transfer from open or distance education programs to formal education programs. For this, they need to have obtained a cumulative grade point average of at least 80 over 100, or 3.15 over 4.00, or the central placement score in the year they registered needs to be equal or above the base point of the program to which they want to transfer for that year.
(5) Students, who want to transfer from evening education programs to formal education programs need to have obtained a cumulative grade point average of at least 60 over 100 or 2.29 over 4.00, and rank among the top 10% of their current class.
Adjustment Procedures
ARTICLE 19- (1) The decision regarding transfer of which of the courses taken by the transferring student in their previous programs, course equivalency, courses they need to be taking from lower classes and/or semesters, and their ECTS equivalency are evaluated by Transfer Application Evaluation Commission in accordance with the opinions of head of relative department/program. The decision is then finalized by the Administrative Board of respective faculty/school/vocational school.
(2) The courses students have taken and succeeded in their previous programs and the grades they have earned are included in their cumulative GPAs and indicated in their transcripts of the new programs.
(3) Grade conversion for equivalent courses is carried out by the head of relative department/program in accordance with the rules specified by the University Senate, and then the student’s cumulative grade point average is calculated.
(4) Course equivalency (adjustment) procedures are performed based on the students ‘class and semester at the universities they are transferring from
(5) The period of study, spent in the previous programs by the transfer students, are included in the calculations of the maximum period of study.
Amendments (Added article SD 16.06.2021-438-A/5-BTD 07.07.2021-55 )
Article 19/A – (1) These principles can be changed with the decision of the Izmir University of Economics Senate.
Enforcement
ARTICLE 20- (1) The Rector of the Izmir University of Economics enforces the provisions of this Regulation.
Effectiveness
ARTICLE 21- (1) This Regulation takes effect on the date of its approval by the Senate of Izmir University of Economics.
PROVISIONAL ARTICLE 1-(1) Pursuant to Clause 9 of Article 12 of this Regulation, students applying from universities abroad, who have not taken OSYS exam before 2017-2018 academic year, need to submit one of the following exam documents that are deemed equivalent to OSYS exam. SAT (at least 1000 points), ACT (at least 21 points), ABITUR, French Baccalaureate, GCE A Level Certificate (at least 2 courses), International Baccalaureate (IB), Austria Matura Diploma (Matura Reifezeugnis) and Italy Maturita Diploma (Diploma di Maturita).
Starting from 2017-2018 academic year, students must have taken the OSYS exam for the year they were accepted to the university abroad, and obtained the minimum base score or higher score in the type of score of the relative program specified for the equivalent domestic programs. Submitting other exam documents such as SAT, ACT, Abitur, Baccalaureate alone, without an OSYS exam result is not accepted.
This regulation takes effect upon the decision of the Senate and dated 23.05.2018 and numbered 342-A/6.
