REGULATION FOR FOREIGN STUDENTS REGISTRATION ADMISSION FOR ASSOCIATE AND UNDERGRADUATE PROGRAMS
Purpose and Scope
ARTICLE 1- (1) (Changed SD 21.08.2024-536-2024/16-C/1) This regulation covers the application requirements, selection and registration-admission procedures of students who will be admitted to Izmir University of Economics to study at associate and undergraduate levels within the scope of the international quota.
Basis
ARTICLE 2- (1) (Changed SD 21.08.2024-536-2024/16-C/1) This Regulation has been prepared in accordance with the “Principles Regarding Admission of Students from Abroad” determined by the Presidency of the Council of Higher Education; “Izmir University of Economics Regulation for Associate and Undergraduate Degree Education and Examinations” published in the Official Gazette dated 22.01.2013 and numbered 28536; “Izmir University of Economics Faculty of Medicine Education and Examination Bylaw” published in the Official Gazette dated 9.10.2017 and numbered 30205.
Quotas and application requirements
ARTICLE 3- (Changed SD 21.08.2024-536-2024/16-C/1)
(1) As regulated in the “Principles Regarding the Admission of Students from Abroad” determined by the Presidency of the Council of Higher Education within the scope of the quota abroad;
a) The following conditions are required for those who are in their final year of high school or have graduated:
1) Foreign nationals, (provided that those who are studying in secondary education (high school) institutions in Turkey have enrolled before the 2022-2023 academic year [except for embassy schools, international private education institutions included in the MOBIS system and foreign nationals brought to our country within the framework of the project carried out by the Ministry of National Education]),
2) Those who were Turkish citizens by birth but lost Turkish citizenship by obtaining a permission to renounce Turkish citizenship from the Ministry of Interior and those who document that they have a blue card issued upon request because they have lost Turkish citizenship (provided that those who are studying in secondary education (high school) institutions in Turkey have enrolled before the 2022-2023 academic year),
3) Foreign nationals who acquired Turkish citizenship through acquired citizenship / dual nationals in this situation (provided that those studying in secondary education (high school) institutions in Turkey have enrolled before the 2022-2023 academic year),
4) Turkish nationals who completed their entire secondary education (high school) in a foreign country other than the TRNC (including those who completed their entire secondary education (high school) in a foreign country other than the TRNC in Turkish schools opened under the auspices of the Ministry of National Education),
5) Those who have TRNC nationality, reside in TRNC and completed their secondary education (high school) in TRNC and have GCE AL exam results, those who have / will have GCE AL exam results by enrolling and studying in colleges and high schools in other countries between 2005-2010, or those who have TRNC nationality and completed their entire secondary education (high school) in a foreign country and have TR-YOS results.
b) Applications from students in the following situations will not be accepted:
1) Turkish nationals who completed their entire secondary education (high school) in Turkey or TRNC,
2) TRNC nationals (excluding those who completed their entire secondary education (high school) in TRNC and have GCE AL exam results, and those who have / will have GCE AL exam results by enrolling and studying in colleges and high schools in other countries between 2005-2010, or those who have TRNC nationality and completed their entire secondary education (high school) in a foreign country and have TR-YOS results),
3) dual nationals whose first nationality by birth is Turkish Republic as defined in subparagraph 2 of Article a (except for those who meet the conditions in subparagraph 4 of Article a),
4) Dual nationals, one of whose nationality is TRNC (except for those who have completed their entire secondary education (high school) in TRNC high schools and have GCE AL results, those who have / will have GCE AL exam results by enrolling and studying in colleges and high schools in other countries between 2005-2010, or those who have TRNC nationality and completed their entire secondary education (high school) in a foreign country and have TR-YOS results)
5) Turkish nationals studying in schools under the embassies in Turkey and foreign high schools in Turkey or dual nationals whose first nationality by birth is Turkish as defined in subparagraph 2 of article a,
6) TRNC citizens who will enroll in secondary education institutions in Turkey as of the 2022-2023 academic year and those who renounced Turkish citizenship/Blue Card holders and foreign nationals (except for embassy schools and international private education institutions included in the MOBIS system and foreign nationals brought to our country within the framework of the project carried out by the Ministry of National Education).
(c) Quotas and application requirements for associate and undergraduate programs are determined by the Senate and notified to the Presidency of the Council of Higher Education following the approval of the Board of Trustees.
(ç) If there is no application for the quota of the program that will accept students from abroad or if the quota is not filled, the quotas that are not filled and / or not applied,
1) Cannot be transferred to programs within the Faculty of Law and Faculty of Medicine.
2) For other programs, quota transfer can be made by the Senate within the relevant faculty / school / vocational school / vocational school of health programs where the program is included.
(d) Kayıtlar sırasında ek kontenjan açılsa dahi, ilan edilen puanların altında puanla öğrenci kabul edilemez.
(e) Yurt dışı kontenjan kapsamında kabul edilecek öğrenci başvuru koşulları ile başvuru tarihleri Üniversitenin web sitesinde yayınlanır.
(f) In the evaluation of student applications during the admission of students from abroad, there is no limitation on the validity period of exams that have the status of high school graduation exams (Abitur, International Baccalaureate, GCE, Tawjihi, etc.). However, the validity period of exams that have the status of university entrance exams (SAT, TR-YOS etc.) is two years.
Fees
ARTICLE 4- (1) (Changed SD 21.08.2024-536-2024/16-C/1) All fees to be paid by students who will enroll in associate and undergraduate programs within the scope of the international quota, the method and time of payment are determined by the Board of Trustees upon the proposal of the Senate for each academic year.
Application
ARTICLE 5- (1) (Changed SD 21.08.2024-536-2024/16-C/1) Students, who will apply for associate and undergraduate programs to be accepted within the scope of the international quota, prepare the announced application documents and make their applications online.
Evaluation and Conclusion of Applications
ARTICLE 6-(Changed SD 21.08.2024-536-2024/16-C/1)
(1) The applications of students applying for associate and undergraduate programs within the scope of the international quota are evaluated by the representatives of the relevant academic unit according to the announced conditions. After the necessary approvals are obtained from the relevant units, acceptance letters are sent to the candidates who meet the conditions.
(2) For departments that admit students through an aptitude test, the candidate may be interviewed by phone or invited for an interview. The candidate may be asked to prepare a portfolio and/or special folder. In that case, the results of the phone interview and the interview are also taken into account in the evaluation.
(3) The conditions regarding the Turkish language level of students from abroad and the required documents are determined by the Senate.
(4) Students who are eligible for final registration are determined by the decision of the relevant faculty / school / graduate school administrative board.
Registration
ARTICLE 7- (1) The registration procedures of students within the scope of the international quota at Izmir University of Economics are carried out on the announced dates.
(2) Candidates, who fail to register within the deadline or fail to provide the required documents, are deemed to have given up their right to register. Those, whose documents are incomplete or falsified, those who have been dismissed from any higher education institution with a disciplinary penalty, or those whose right to register within the scope of the international quota is canceled as a result of the examinations made by the Presidency of the Council of Higher Education, are canceled even if their registrations have been made. No refund will be made to those whose registrations are canceled for these reasons.
(3) The student must be present in person at the final registration and submit the documents specified in the acceptance letter in full.
(4) Registration cannot be completed with missing documents.
Non Provisional Cases
ARTICLE 8- (1) In matters not covered in this Regulation, the provisions of the relevant laws, regulations and the decisions of the General Assembly of Council of Higher Education are valid.
(Added SD 21.08.2024-536-2024/16-C/1) Legislation to be applied in case of conflict
ARTICLE 8/A – (1) In case of conflict with the provisions of this Regulation, the “Principles Regarding Admission of Students from Abroad” determined by the Presidency of the Council of Higher Education and the decisions notified by the Council of Higher Education shall apply.
Amendments
ARTICLE 9-(1) This Regulation may be amended by the decision of the Senate of Izmir University of Economics.
Effectiveness
ARTICLE 10- (1) This Regulation takes effect on the date it is approved by the Board of Trustees of Izmir University of Economics.
Enforcement
ARTICLE 11- (1) The Rector of Izmir University of Economics enforces the provisions of this Regulation.
The "Regulations for Foreign Students Registration Admission” repealed and the re-prepared "Regulations for Foreign Students Registration Admission” has entered into force by the decision of Senate dated 05.06.2024 and numbered 531-2024/11-C1 and Board of Trustees dated 04.07.2024 and numbered 90.
