FINANCIAL PROCEDURES AND PRINCIPLES FOR ASSOCIATE AND UNDERGRADUATE PROGRAMS
SECTION ONE
General Provisions
Purpose and Scope
ARTICLE 1- (1) These Procedures and Principles regulate the principles regarding tuition fees applicable to students who will newly enroll at Izmir University of Economics or who are continuing their studies, and the related financial processes.
Basis
ARTICLE 2- (1) These Procedures and Principles have been prepared on the basis of Additional Article 9 of Higher Education Law No. 2547, the Regulation on Foundation Higher Education Institutions, the Procedures and Principles Regarding Tuition Fees of Foundation Higher Education Institutions, decisions of the Council of Higher Education, and the relevant provisions of Izmir University of Economics legislation.
Definitions
ARTICLE 3- (1) The references in these Procedures and Principles are as follows:
a) Academic Year: The academic year consisting of the fall and spring semesters,
b) Maximum Period of Education: The maximum period of education specified in Law No. 2547 and the relevant University regulation,
c) DMP: Izmir University of Economics Double Major Program,
ç) Board of Trustees: Izmir University of Economics Board of Trustees,
d) Net Tuition Fee: The amount payable by the student after scholarships, discounts, exemptions, and similar entitlements from which the student benefits are deducted,
e) Regular Period of Education: Four semesters for associate degree programs and eight semesters for undergraduate programs,
f) Tuition Fee: The annual tuition fee determined by the Board of Trustees,
g) Senate: Izmir University of Economics Senate,
ğ) Internship: An internship that is not considered Workplace-Based Vocational Training and that is defined in the Framework Regulation on Applied Education in Higher Education, published in the Official Gazette dated 17 June 2021 and numbered 31514,
h) University: Izmir University of Economics,
ı) Summer School Fee: The fee determined by the Board of Trustees on a course, credit, or program basis for Summer School,
i) MP: Izmir University of Economics Minor Program,
j) YOK: Council of Higher Education.
SECTION TWO
Determination, Announcement, and Collection of Tuition Fees
Determination of Tuition Fees
ARTICLE 4- (1) Tuition fees for students enrolling at the University for the first time shall be determined by the Board of Trustees.
(2) Increases in the tuition fees of continuing students shall be determined by the Board of Trustees, taking into account the principles determined by YOK and the relevant legislation.
(3) If a student attends the preparatory class for a second year, the fee payable by the student shall be determined by the Board of Trustees based on the preparatory class tuition fee determined for the year in which the student was placed in the relevant program.
(4) Tuition fees shall be determined annually for each academic year, regardless of whether education and instruction are conducted on an annual or semester basis.
(5) Tuition fees for students taking courses from preparatory, undergraduate, or associate degree programs during Summer School shall be determined by the Board of Trustees. Scholarships and discounts shall not apply to Summer School.
(6) The manner in which scholarships, discounts, exemptions, and similar entitlements provided to students are reflected in tuition fees shall be determined by a decision of the Board of Trustees within the framework of the relevant legislation and the University regulations governing scholarships and discounts.
(7) Students shall not be charged any additional fee for DMP courses as long as they continue their studies in their major program. For students with scholarships/discounts who graduate from their major program and continue in the DMP, their scholarships/discounts shall continue at the applicable rate for 4 years in associate degree programs and 7 years in four-year undergraduate programs, starting from the academic year in which they enrolled in their first major program. Students who continue in the DMP beyond 4 years in associate degree programs or 7 years in four-year undergraduate programs shall pay the full tuition fee.
(8) Students shall not be charged any additional fee for MP courses as long as they continue their studies in their major program. For students with scholarships/discounts who become eligible to graduate from their major program but are granted an additional period of two semesters because they have not completed the MP, their scholarships/discounts shall continue at the same rate throughout the additional period.
Announcement and Notification
ARTICLE 5- (1) Tuition fees for the relevant academic year shall be announced on the University’s official website.
Method of Collection of Fees
ARTICLE 6- (1) Tuition fees shall be collected only through the bank accounts announced on the University’s official website or through the official payment systems linked to such accounts. No fees may be collected by hand, in cash, or by any method other than those officially announced.
(2) Tuition fees determined on an annual basis may be collected as a lump-sum payment, in payment portions allocated between the fall and spring semesters, or through other payment options determined by the Board of Trustees.
(3) In the event of an overpayment for any reason, the excess amount shall be refunded to the student no later than one month from the date of the student’s application.
Failure to Pay the Tuition Fee within the Specified Period
ARTICLE 7- (1) The registration of a student who is unable to register for courses due to non-payment of the tuition fee shall not be renewed, and the student shall not benefit from studentship rights during the period in which registration is not renewed. Failure to renew registration shall not result in deferral of registration or withdrawal from the University.
(2) Once the student fulfills the applicable payment obligations, the student may register for courses and complete the registration renewal procedures in accordance with the relevant legislation and the academic calendar.
SECTION THREE
Financial Principles Based on Student Status and Educational Processes
Special Students and Exchange Students
ARTICLE 8- (1) The fees payable by special students taking courses in the fall or spring semester shall be determined by the Board of Trustees, taking into account the relevant legislation, the level of the program in which the course is offered, and the number of courses/credits to be taken, and shall be announced prior to registration. Special students coming from public universities or higher education institutions abroad to take courses during the fall or spring semesters shall be charged the Summer School fees determined for the previous academic year in accordance with these Procedures and Principles.
(2) Special students wishing to take courses during Summer School shall be subject to the fees determined for the relevant Summer School pursuant to these Procedures and Principles.
(3) The financial obligations of students participating in exchange programs conducted within the scope of protocols signed with domestic or foreign higher education institutions shall be governed by these Procedures and Principles, without prejudice to the provisions of the relevant protocol.
Inter-Institutional and Intra-Institutional Transfer and Vertical Transfer
ARTICLE 9- (1) Tuition fees applicable to students newly enrolling at the University through inter-institutional transfer shall be determined by the Board of Trustees.
(2) Tuition fees applicable to students changing their department/program through intra-institutional transfer shall be determined by the Board of Trustees based on the year in which they first enrolled at the University.
(3) Tuition fees applicable to students newly enrolling at the University through the Vertical Transfer Examination shall be determined by the Board of Trustees.
Repeating Courses and Exceeding the Regular Period of Education
ARTICLE 10- (1) No additional fee, other than the tuition fee applicable to the relevant semester, shall be charged for courses that students have previously taken and failed, previously taken and withdrawn from with a grade of W, or taken again for the purpose of improving their grade.
(2) Students who have exceeded the regular period of education and have a total of no more than two courses remaining for graduation that they have either failed or have never taken, whether or not they also have an outstanding internship requirement, shall pay, for each course, a fee calculated according to the local credit of the course based on the local credit-hour fee determined for the previous year’s Summer School for associate and undergraduate programs. Scholarships and discounts granted to these students under the relevant University regulations shall be taken into account in calculating this fee.
(3) Students who have no more than two courses remaining in their major program and who continue in a DMP or MP shall pay, for each course, a fee calculated according to the local credit of the course based on the local credit-hour fee determined for the previous year’s Summer School for associate and undergraduate programs. Scholarships and discounts granted to these students under the relevant University regulations shall be taken into account in calculating this fee.
Additional Period, Additional Examination, and Unlimited Examination Rights
ARTICLE 11- (1) Students who have completed their maximum period of education and have been granted an additional period and/or additional examination rights pursuant to the relevant legislation, and who have three or more courses remaining for graduation, whether or not they also have an outstanding internship requirement, shall be required to register for the relevant semester by paying the applicable semester tuition fee.
(2) Students who have completed their maximum period of education and have been granted an additional period and/or additional examination rights pursuant to the relevant legislation, and who will register for or take examinations in no more than two courses, whether or not they also have an outstanding internship requirement, shall pay a fee calculated according to the local credits of the courses based on the local credit-hour fee determined for the previous year’s Summer School for associate and undergraduate programs. Scholarships and discounts granted to students in this situation under the relevant University regulations shall not be taken into account.
(3) Students who have completed their maximum period of education and have an unlimited examination right for a single course pursuant to the relevant legislation shall pay a fee calculated according to the local credit of the course based on the local credit-hour fee determined for the previous year’s Summer School for associate and undergraduate programs. Scholarships and discounts granted to students in this situation under the relevant University regulations shall not be taken into account.
Students with Only a Compulsory Internship Remaining
ARTICLE 12- (1) A student who has successfully completed all courses within the maximum period of education but is unable to graduate solely because of an outstanding compulsory internship shall not be charged an additional tuition fee solely for the internship during the first semester following the semester in which the student completed all courses.
(2) If a student in this situation fails to complete the internship during the first semester following the semester in which all courses were completed, the student shall pay a fee equivalent to 3 local credits, based on the local credit-hour fee determined for the previous year’s Summer School for associate and undergraduate programs, regardless of the number of weeks remaining in the internship. For students benefiting from scholarships/discounts under the relevant University regulations, the applicable scholarship and discount rates shall be taken into account in calculating the internship fee.
(3) Students who have completed their maximum period of education but have only a compulsory internship remaining for graduation, either because they have not yet undertaken it and/or because they have previously failed it, shall pay a fee equivalent to 3 local credits based on the credit-hour fee determined for the previous year’s Summer School for associate and undergraduate programs, regardless of the number of weeks remaining in the internship. Scholarships and discounts granted to students in this situation under the relevant University regulations shall not be taken into account.
(4) The provisions of paragraphs one and two of this Article shall also apply to the fees payable by students who have only a compulsory internship remaining in their major program and who continue in a DMP or MP.
SECTION FOUR
Deferral of Registration, Withdrawal, and Refunds
Financial Consequences of Deferral of Registration
ARTICLE 13- (1) Newly enrolling students in associate and undergraduate programs who are admitted on a discounted or full-fee basis and who apply for deferral of registration must first pay the tuition fee applicable to the semester in which they are to enroll. If their request for deferral of registration is approved in accordance with the relevant University legislation, an amount equal to the deferral of registration fee determined by the Board of Trustees for the relevant semester shall be deducted, and the remaining portion of the semester tuition fee paid by the student shall be refunded. Discounts granted to students under the Undergraduate and Associate Programs Scholarship and Discount Regulation shall not be taken into account when determining the refund amount.
(2) Continuing students in associate and undergraduate programs who are admitted on a discounted or full-fee basis and who apply for deferral of registration shall pay the deferral of registration fee determined by the Board of Trustees for each semester for which registration is deferred.
(3) The deferral of registration fee paid for the deferral procedure shall not be offset against another payment or refunded, except where the application is rejected or where an erroneous or duplicate payment has been made.
(4) No deferral of registration fee shall be charged to students benefiting from scholarships providing a 100% tuition fee exemption under the University’s Scholarship and Discount Regulations.
Refund of Fees
ARTICLE 14- (1) If a student applies to withdraw from the University before the beginning of the academic year, the tuition fee paid by the student shall be refunded in full without any deduction.
(2) In determining the refund payable to a student who applies to withdraw from the University after the beginning of classes in the relevant semester, the date of the withdrawal application shall be taken as the basis. Regardless of whether the student has actually attended classes, the amount calculated according to the weeks of education completed based on the academic calendar shall be deducted, and the remaining net amount shall be refunded. For the purposes of this paragraph, the week in which the application date falls shall be considered a week of education.
(3) The refund shall be made no later than one month from the date on which the withdrawal application is finalized and the bank and identification information required for the refund has been submitted to the University in full.
(4) Students transferring to another higher education institution through transfer shall be refunded the entire net tuition fee paid for the relevant semester. If the student has other due and payable debts to the University, such amounts may be offset in accordance with the relevant legislation.
(5) The registration of students whose documents are incomplete, who are found to have submitted forged documents, or who have made false declarations shall be cancelled even if their registration procedures have already been completed. In such cases, the remaining net tuition fee shall be refunded after deducting the amount calculated based on the number of weeks during which the student received education and any receivables accrued in favor of the University. The University’s rights regarding disciplinary action, compensation, and other legal remedies are reserved.
Disciplinary Sanctions
ARTICLE 15- (1) Students who receive a suspension penalty from the University shall be required to fulfill their payment obligations for the semester or semesters during which they are suspended. The fact that the student is unable to attend courses or examinations during such semester or semesters due to the suspension shall not constitute grounds for a refund of the fee paid for the relevant semester or semesters.
Cases Where No Provision Exists
ARTICLE 16- (1) In cases where there is no provision in these Procedures and Principles, decisions of the Board of Trustees shall apply.
SECTION FIVE
Implementation and Final Provisions
Effectiveness
ARTICLE 17- (1) These Procedures and Principles shall take effect on the date they are approved by the Board of Trustees following their adoption by the Senate and shall apply as of the fall semester of the 2026-2027 academic year.
Enforcement
ARTICLE 18- (1) The Rector of Izmir University of Economics enforces the provisions of these Procedures and Principles.
This Procedures and Principles went into effect with the Senate decision dated 22.07.2026 and numbered 576 and Board of the Trustees decision dated 29.07.2026 and numbered 111.
